L'Oréal Paris Préférence Le Blonding Toner Platinum Ice is primarily designed to neutralize yellow and orange tones in already bleached or highlighted hair, giving you a cooler blonde shade. The product contains hydrogen peroxide in the activating cream, but it is intended as a toner and not as a traditional bleach. So it is mainly meant to tone the hair rather than lighten it.
