Is the product supposed to be this liquid, with almost no pigment? This is after twisting the applicator around in the eyeshadow, but almost nothing comes out.

I can see from your picture that the creamy part gives a clear color, while the liquid part gives scattered flakes 🤍
As the product is described, the creamy shade is the highly pigmented part. The liquid, chromatic shade flakes are meant to be applied on top of the creamy shade for a multifaceted look. Try swiping on the creamy shade first and then apply the flakes over it, so you can see how the two work together.
