I usually apply oils before washing, such as rosemary oil for the hair or Vatika oil for the hair. How would that work? Can I combine the two?
I haven't had dandruff before and it's starting to be very likely that it's from the rosemary oil, but I really see a difference with it and would prefer not to stop using it.

Yes exactly, you can leave the scalp serum in, but it can also be used as a treatment, then without using any oils before you wash your hair 🙏🏼🤩
If you want to use it as a treatment, do it like this;
Apply the product to your scalp by parting your hair into 3-5 sections. Then massage the product thoroughly into your scalp and let it sit for at least 30 minutes, but it is recommended to let it sit longer - preferably overnight 🌛 Then wash your hair with your shampoo and conditioner.
