It might be that the pump is a bit slow to get going or that some air is stuck. Turn the nozzle to the open position and pump slowly, 20–40 times. If it still doesn't work, you can unscrew the pump a bit to let it breathe.
If the pump still doesn't want to start, you can try holding a finger over the opening in the pump to create a vacuum and try pumping a few times!
