    Can this be used by someone with normal and slightly sensitive skin around the nose? Occasionally, I get small breakouts that I think are perioral dermatitis, especially in low temperatures. This goes away if I’m good at moisturizing my skin and not using heavy creams.

Since they contain active ingredients, it's important to proceed with caution and preferably avoid the most sensitive areas!
