I understand that you've tried with a few different bases and maybe different techniques. Otherwise, it might help to ensure that the skin is moisturized before application. If the skin is dry, cream-based products can stick unevenly.
Try different tools:
Fingers: The warmth from your fingertips melts the product nicely into the skin. Pat it in instead of dragging.
Sponge: A damp beautyblender can give a softer and more diffused result.
Brush: Use a duo-fiber brush to buff the color into the skin without moving the base.
Apply a little at a time and build up the intensity. Too much product at once can be hard to blend out evenly.
Avoid rubbing – it can make the blush uneven.
Press and dab instead of sweeping over the skin.
If the blush gets patchy on oily skin, try lightly powdering before application.
